In the traditional plan-specification approach to commissioning restaurants, the mechanical contractor is responsible for HVAC testing and balancing (TB). Because the TB firm represents the mechanical contractor instead of the building owner, this approach can result in finger-pointing between contractor, manufacturer, and engineer. The TB firms role is weak relative to the other players and to the building owner.
